Development Strategy

Vision for the Harriman Campus as approved by the HRTDC Board of Directors:

"Transform the Harriman Campus into a world-class Research and Technology Park, building on the leadership of U-Albany in scientific research and technology development, and by utilizing public and private investment. This will foster economic development and tax base growth in the Capital Region, create high quality jobs and opportunities for innovative technology businesses.  The resulting innovation community will attract entrepreneurs as well as both mature and early stage companies interested in developing closer interaction with the region’s research and technology attributes."

HRTDC recognizes that there is tremendous potential to maximize the underutilized resource that is the Harriman Campus. Through a public private partnership that includes the Empire State Development Corporation, Office of General Services, University at Albany and City of Albany, HRTDC will lead a development effort on underutilized acres of the Harriman Campus. While existing State functions with approximately 7,400 employees will remain on the campus, HRTDC will lay the foundation for an “innovation community” through a development strategy that will:

  • Actively seek UAlbany based public private partnerships
  • Focus on economic development
  • Employ multiple marketing channels
  • Maximize university connections
  • Commence the development with small parcels targeting technology related uses
  • Leverage private sector resources to generate campus development
  • Limit initial state investment in campus improvements
  • Maintain control over the types of development that will occur on the campus
  • Enhance the community surrounding the Harriman Campus and the tax base for the City of Albany
  • Engage in a process that is transparent and consistent with the theme to develop, over the long term, an innovation community environment for the Harriman Campus redevelopment
  • Utilize a strong preferred developer who has assembled a team with a proven track record, both locally and nationally, of building the components of an innovation community
